Las Comunicaciones Y El Transporte Tras El Militarismo

Ferrocarril

Los trabajos de construcción de la primera línea de ferrocarriles en Uruguay, comenzaron en abril de 1867, en el Paso Molino. La empresa nacional "Ferrocarril Central" había obtenido la concesión para el tendido de vías hasta Durazno, a 205 km de Montevideo. No obstante, desde hacía más de una década se habían presentado proyectos sin resultados. El primer tramo, de 18 km entre Bella Vista y Las Piedras, se inauguró el 1º de enero de 1869. Para continuar la extensión de la línea y debido a la falta de capitales en el país, se solicitaron varios empréstitos en Londres, donde, como forma de control, se constituyó un directorio. Vistos los problemas financieros y los altos costos de la administración nacional, los británicos adquirieron la mayoría de las acciones. El "Central Uruguay Railway", la mayor de las empresas británicas que operaron en el país, nació formalmente el 1º de enero de 1878, en el gobierno militar de Lorenzo Latorre.Ya para ese entonces habían aparecido varias empresas que fueron iniciadas por capitales nacionales, pero terminaron bajo control británico al no encontrar capitales en el país para culminar las obras.

En 1884 el Gobierno aprueba la Ley de Trazado General de Ferrocarriles, que regula y diseña el trazado de la red ferroviaria nacional. Ese plan estableció el sistema radial, es decir todas las líneas convergían en Montevideo, se reconocía el hecho de ser una ciudad-puerto dominante. A los 25 años de explotación el Estado podría expropiar las líneas. Se otorgaba una garantía de utilidad del 7% sobre una estimación de 5000 libras por km. Debido a eso, si se abarataba el costo de las obras, aunque disminuyera la calidad, las ganancias aumentaban, lo que llevó al excesivo número de curvas y rampas que tienen las líneas construidas por las compañías británicas al no haberse practicado los desmontes, puentes y túneles que indicaba un trazado científico de las líneas. Este inconveniente se reflejó en mayor lentitud de los trenes y menor aprovechamiento de la fuerza motriz de las locomotoras, con mayor consumo de combustible y desgaste de materiales. En 1897 se inauguró la majestuosa Estación Central de Montevideo, que sustituyó a la pequeña estación terminal incendiada a fines de 1891.

El ferrocarril junto al importante rol que cumplió en las comunicaciones y transporte, significó un elemento de unificación y coacción para el gobierno. No sólo resultó beneficioso para los privados, ejemplo aquellos estancieros que enviaban sus ganados al puerto de Montevideo, sino también al Estado como herramienta para controlar mejor la campaña y fortaleciendo el poder de la capital.

El Telégrafo

La primera experiencia en América del Sur con el telégrafo se efectuó en 1855 en Montevideo, cuando Adolfo Bertonnet, un mecánico armero francés que durante la Guerra Grande había servido al Gobierno de la Defensa, envió un mensaje transmitido desde el Cabildo hasta la casa nº 105 de la calle Colón, a unas diez cuadras, en el actual barrio de la Ciudad Vieja. En 1865 la firma que integraban Juan Proudfoot y Mateo Gray tendió el cable submarino entre Montevideo y Buenos Aires, dirigidos por el ingeniero Juan Oldham. Con esta línea comenzaron a funcionar tres estaciones, aparte de las de Montevideo y Colonia; Canelones, San José de Mayo y Rosario, inaugurándose el 28 de noviembre de 1866, cuando el presidente Venancio Flores y sus ministros concurrieron al acto inaugural que se realizó en la Bolsa de Comercio, antigua sede del servicio telegráfico.

El resto del Uruguay fue alcanzado luego con el tendido ferroviario y por empresas particulares. En1873 se iniciaron las obras de tendido de las líneas telegráficas con un recorrido de 4.357 km y un movimiento de 232.000 despachos. Para 1900 ya eran 5.700 km y 397.000 los despachos. Una de las preocupaciones del militarismo era tener una vía de comunicación rápida que conectara las comisarías del interior del país.

¿Cómo se desarrollaban las comunicaciones en ese momento en el resto del mundo? Se funda en Inglaterra en 1873 "The Brazilian Submarine Telegraph Co." con el propósito de unir el continente europeo con Brasil y se inaugura en 1874 el servicio entre Carcavelos (Portugal) y Recife en el estado de Pernambuco. En esta empresa figuraba como principal promotor el Barón de Mauá. El cable tocaba además Madeira e Islas de Cabo Verde. La operación en Carcavelos ya formaba parte del grupo británico "The Eastern and Associated Telegraph Companies", por lo que se aseguraba desde ahí conexión con las mayores ciudades del mundo. La red británica privada era la más importante de la época., con más de 120.000 millas náuticas de cables submarinos en operación. Se estimaba para esa época que la inversión Británica en el Río de la Plata era de aproximadamente 25 millones de libras esterlinas, por lo que se daba por descontado un tráfico importante para atender las necesidades del comercio regional. Se formó en 1873 "The Western and Brazilian Telegraph Co." para tender cables submarinos entre todas las ciudades importantes de la costa brasileña.

Se esperaba tender un cable entre la ciudad de Río Grande y Montevideo, pasando por Chuy y Maldonado.

Desgraciadamente en el intento se perdió en 1873 el cablero "Gomos", que encalló cerca de Río Grande, perdiéndose todo el cable a bordo. En noviembre de 1874 el cable de reemplazo fue embarcado en el cablero "La Plata" el que a su vez naufragó en la bahía de Vizcaya, perdiéndose la totalidad de la tripulación (55 hombres) y todo el cable. Se recurrió temporalmente a la red aérea del "Telégrafo Oriental" de capitales uruguayos, que saliendo de Montevideo llegaba a Yaguarón y de ahí a Pelotas y Río Grande donde se recibían los mensajes para ser entregados a la Western and Brazilian. Este sistema funcionó por primera vez el 4 de agosto de 1874.

En 1875 se inauguró el servicio entre Uruguay y Europa, por cable, al tenderse el cable entre Río Grande y Montevideo, con escala en el Chuy, por el cablero Ambassador. En realidad el sistema comprendía cables que desde Río de Janeiro tocaban Santos, Florianópolis, Río Grande. El primer telegrama enviado por este sistema fue para denunciar la presencia a bordo del buque "Camoens" del asaltante a la empresa de transportes "La Salteña" que huía con 17.000 patacones, fruto del asalto. Fue detenido en Río de Janeiro. La demora de más cuarenta días en la correspondencia desde o hacia Europa, se redujo a horas. El Uruguay estaba conectado con Brasil y Argentina y con el resto del mundo a través de Inglaterra.

Perfect Intelligence\ Parashat Veschanon

"You shall safeguard and observe them, for they are your wisdom and your understanding in the eyes of the nations." (Devarim 4:6).

Why does the Torah suggest that the purpose of Torah observance is to be "wise in the eyes of the nations"? Isn't the purpose of our observance to fulfill HaShem's Will?

A person must attain wisdom of spiritual and worldly matters to fulfill the Torah. For instance, the Vilna Gaon teaches that a judge must be an expert in human nature, insightful of various personality types, and deceptive tactics of dishonest people. His sharpness of worldly wisdom coupled with his profound Torah knowledge gives him the capacity to render just rulings. What's more, our Sages assert that "derech eretz," human decency and etiquette, precedes the mastery of Torah.

The above verse reveals that the Torah, itself, is a complete resource of worldly wisdom. Through Torah study, a person can achieve a perfect knowledge of both religious and secular wisdom!

"You shall safeguard and observe them, for they are your wisdom and your understanding in the eyes of the nations." Meaning, the truth of the Torah contains the highest levels of worldly wisdom.

For instance, Rabbi Yisrael Salanter, gleaned the deepest "psychological insights" from the endless depths of Torah knowledge. His innovations in Mussar study emerged as the universally accepted methodology of personal growth. He established good character traits as the very foundation of Judaism. Modern psychology, i.e., "positive psychology," is rooted in his teachings.

Torah scholarship is accomplished by mastery of both the spiritual and worldly realms of Torah knowledge.

May we merit to absorb both aspects so that we fulfill the Torah in truth, holiness, and peace.

Davening Early Ma’ariv\ Parashat Eschanon

In the Kinnos of Tisha B’av we read about the Asarah Harugei Malchus, the Ten Martyrs, one of which was Rabbi Akiva. As is referred to in the Kinnah, Rabbi Akiva’s Neshamah left him with the word אחד of the Shemah. The Parshah of Shemah, which appears in this week’s Parshah of Va’eschanan, has been the last words on the lips of thousands of Jews throughout the ages who were killed על קידוש השם.

In the Parsha of Shema itself the Torah commands us to recite the Shema daily, in the day and the night. The first Mishnayos in Brachos teach us of the time slot (zman) that we have within to recite it. The time of year that the zman of the evening Krias Shema is very relevant to be aware of is in the summer months, when nightfall can be quite late. In these months, there are those accustomed to davening Ma’ariv earlier than zman Krias Shemah, especially on Shabbos when many prefer to make “early Shabbos”. In the winter as well, there are plenty of places where Ma’ariv is scheduled immediately after Mincha, not waiting for nightfall in between. This Minhag, to Daven Ma’ariv early, dates back thousands of years and is actually the topic of the very first Sugyah in Shas. We will try to give a concise overview of this expansive topic.

The Mishnah in the beginning of Brachos is clear that one only fulfills his obligation by reciting the Shemah after nightfall - צאת הכוכבים, the appearance of three small stars, (which is around 15/20 minutes after sunset – this, though, is a topic unto itself). The Rishonim grapple with the fact that the Minhag was for Shuls to daven Ma’ariv earlier than that, rousing the question of how is everyone fulfilling their obligation? Rashi writes that one is Yotzei (fulfils his obligation) by reciting קריאת שמע על המטה before he goes to sleep. Many other Rishonim have a number of issues with this ruling and maintain that it is insufficient justification for the Minhag.

Rabbeinu Tam reasons that the same way the Rabbi Yehuda, later in the Mesechta, argues that one can daven the Ma’ariv Shemoneh Esrei from the earlier time of Plag Hamincha (around 1 ¼ hours before sunset), so too one can fulfil Krias Shemah after that time. Since the Gemarah allows for one to follow R’ Yehuda’s opinion with regard to Shemoneh Esrei, one may do so for Krias Shemah as well. Many Rishonim take great issue with Rabbeinu Tam’s opinion, saying that we cannot deduce Krias Shemah from Tefillah. Aside from this, relying on R’ Yehudah would, according to most opinions, require one to do so in a steady manner. At the very least, to Daven Mincha after Plag Hamincha and then to daven Ma’ariv immediately following would be self-contradictory for as, according to R’ Yehuda Mincha must be recited before Plag Hamincha.

Although there is also another opinion in Tosfos which allows for one to recite Krias Shemah slightly beforehand, many Rishonim conclude that one only fulfils the Mitzvah by reciting Krias Shemah after nightfall, צאת הכוכבים.

The Shulchan Aruch in סימן רל"ה סע' א' rules that one must recite Krias Shemah after צאת הכוכבים. If, however, the Minyan is Davening beforehand, he should Daven together with them and then repeat the Shemah (itself, without the Brachos) again after nightfall. The Mishnah Berurah writes that one is only required to repeat the first two parshios, Shemah and Ve’hoyo (והיה אם שמוע), but adds in the name of the Sha’gas Aryeh that a ירא שמים (a G-d fearing individual) should repeat the last parsha (ויאמר) as well. In סימן רל"ג סע' א' the Shulchan Aruch rules that one must be steady with regard to either always Davening Mincha before Plag Hamincha or always davening Ma’ariv after nightfall. In a case of real necessity, though, one may vary from his usual custom. The Mishna Berurah stipulates that he should still not do so, to contradict himself with Mincha and Ma’ariv, on the very same day. This holds true for a private individual. If, however, it is difficult for a Minyan to gather everyone together again later to Daven Ma’ariv at the appropriate time, they may Daven Mincha and Ma’ariv back-to-back for the sake of Tefillah B’tzibbur (the Mitzvah to Daven with a Minyan). Of course, everyone must repeat Krias Shemah again later, as per the above.

The Magen Avraham in סימן רס"ז, makes an important exception. He writes that even if someone generally Davens Ma’ariv only after nightfall, he may still daven Ma’ariv early on Shabbos. This is what allows one who usually Davens Ma’ariv at the ideal time to still make “early Shabbos”. Although there are those who are lenient in the matter, the Magen Avraham and Mishna Berurah rule that one should still be careful to Daven mincha before Plag Hamincha on that day itself. If a Minyan finds this difficult, the ruling above would apply. In any case, one must be careful on Shabbos as well to repeat the Shemah again after nightfall.

There are those, though, who are very diligent to never Daven Ma’ariv early, following the ruling of the Vilna Ga’on as cited in the Bi’ur Halachah in סימן רל"ה סע' א (ד"ה ואם).
