"The blood will be a sign for you on the house where you will be. I will see the blood and pass over you, and there will be no plague to destroy you when I strike the people of the land of Egypt" (Exodus 12:13).
In this verse, it states, "I will see the blood." Rashi raises a question about this phrase: "Everything is known to Him. Why does the Torah mention that God will see the blood?" Rashi explains, that the Holy One, blessed be He, said, "I will focus My attention on seeing that you are engaged in My commandments, and I will pass over you" (Mechilta).
However, since everything is revealed to Hashem, why wouldn't He see that they intended to perform a mitzvah? Indeed, Hashem is entirely spiritual and can look into their souls to see that they intended to fulfill the mitzvah.
We can answer it as Rashi explains: "I will focus My attention on seeing that you are engaged in My commandments." In other words, Hashem has a positive outlook and seeks the good in His creations.
