In general, Klal Yisrael are commanded to love each other, as we find in the core principle of the Torah, "Love your friend as you love yourself." If so, why is it necessary for the Kohanim to have a special commandment to feel love towards Klal Yisrael when they bless the people? Love is a wellspring that contains -- and flows -- with endless blessings! Since it is the Kohan' s task to bless the people, they are required to have an extra dimension of love for all of Klal Yisrael.
